Lawmaker wants lifetime tax exemption for Pacquiao

MANILA – Valenzuela City Rep. Magtanggol Gunigundo wants to give his colleague, Sarangani Rep. and boxing champion Manny “Pacman” Pacquiao a lifetime tax exemption.

This, after Congressman Elpidio Barzaga filed a resolution asking to probe the Bureau of Internal Revenue (BIR) for Pacquiao’s tax problems, and after Congressman Lito Atienza filed a bill seeking to grant tax perks to athletes who win prizes overseas.

Gunigundo’s Bill 3521 wants to be known as the Pacquiao Act of 2013.

Section 3 reads, “The state shall confer lifetime individual income tax exemption to boxing icon Emmanuel Dapidran Pacquiao, also known as Manny Pacquiao, who has given outstanding honor and pride to the Filipino people.”

It also states that all payments for income tax already paid shall not be reimbursed, and that “all other incurred income tax liabilities for the previous years shall now be obliterated by the operation of this act.”

In justifying the bill, Gunigundo cited Pacquiao’s boxing achievements as well as his over-all impact to the Filipino people.

Earlier today, ABAKADA party-list Rep. Jonathan dela Cruz on Thursday made a pitch for tax exemptions for athletes who win prizes overseas, such as Pacquiao.

Dela Cruz said the honor given by these athletes to the country makes them deserving of the tax perks.

“They are already giving honor to the country,” Dela Cruz said. “They deserve it.”

“Kung nabibigyan ng tax exemption ang corporations, kung nabibigyan natin ng exemption ‘yung iba pa, bakit ‘di mabigyan ng tax exemption ‘yung gaya ni Congressman Pacquiao, na nagbibigay ng karangalan sa taongbayan?” he reasoned.

On Wednesday, Dela Cruz’s colleagues in the House Independent block filed a bill for the tax exemptions.

Pacquiao’s friend, Buhay Party List Rep. Lito Atienza, authored the bill, which adds the following tax exemption:

(D) Prizes and awards in sports competitions – All prizes and awards to amateur and professional athletes in local and international sports competitions and tournaments, whether held in the Philippines or abroad, sanctioned by their national sports association or any recognized world or international sports associations.

If approved, the bill would give exemption to prizes and awards in all the aforementioned competitions earned ten years prior to the approval and effectivity of this act.

The tax incentives provided for in this act may be availed or enjoyed by the winner-taxpayer who may have, or in connection with any pending assessments, tax cases or pending assessment charges or warrants and levy in the process of or yet to be implemented.

Agree ako dito sa sinabi mo. Malaking sampal yung tax exemption sa mga taong minimum wage na nga magbabayad pa ng buwis. I guess it's only fair na mabayad din sya ng buwis, tutol para naman sa bayan ang buwis di ba? Kung talagang proud sya na pinoy, dapat proud din sya na magbayad ng tamang buwis.

Agree ako dito sa sinabi mo. Malaking sampal yung tax exemption sa mga taong minimum wage na nga magbabayad pa ng buwis. I guess it's only fair na mabayad din sya ng buwis, tutol para naman sa bayan ang buwis di ba? Kung talagang proud sya na pinoy, dapat proud din sya na magbayad ng tamang buwis.

tsk tsk.... marami dyan tao na deserving to be tax exempted.. yun halos itaya na ang buhay nila para sa atin bansa... Yeah, si Manny marami naipasok na karangalan sa bansa pero ordinaryong mamayan din sya at may marangyang buhay kaya dapat sumunod lang sya sa batas at magbayad ng tamang buwis..

Kahit yun buwis na binabayad nya kinukurakot lang ng iba  >:( >:(

Ako rin din di ako sang ayon ng bigyan si manny ng tax excemption. Kasi si manny ay professional boxer at di athelete.. Ok lang yung lumalaban sa olympics dahil legitimate athlete yun ng pinadala ng bansa. Si manny his fighting for own decision and not decision of our country. Although na nagbibigay siya ng karangalan sa atin para makilala ang pinas. E paanio kung talo siya di ba meron pa rin siyang premyo.

Tama kayo mga kapatid dapat ang mga unang pwersa ng bansa ang tangalan ng mga taxes...

Madali akong lapitan pero mahirap hanapin...

Pabor n pabor ako dito basta kinita sa boxing, pero mga negosyo nya dapat lagyan ng Tax mamaya gamitin p pangalan nya ng ibang mga buwaya para makalibri ng tax

isa lang itong halimbawa kung paano natin sinasayang ang pera natin sa mga mambabatas na ito. para lang may masabing may nagawa sila, kung anu ano na lang ang naiisip na di naman akma sa kasalukuyang panahon.

iexempt si Manny? Eh paano naman si Donaire? at yung iba pang nagbigay ng karangalan sa atin di lamang sa larangan ng boxing? may mga mang aawit din tayong nagbibigay ng karangalan sa atin, pati ba yun itatax exempt natin? Para di naman patas pag si Manny lang..

Sila nga ang dapat magbayad ng buwis kasi milyong piso ang kinikita nila. Di naman nya ikahihirap yun.

At pag kinakapos na ang gobyerno, mag iisip na naman ng panibagong buwis na ang tatamaan eh yung mga ordinaryong tao na sobrang higpit na ng sinturon kakatipid eh di pa rin magkasya ang kinikita..

Ano kaya kung yung maliliit na negosyante ang itax exempt nila para maengganyong magnegosyo ang mga pinoy?

the idea is good to give something back for what manny

gave to this country.. but how about those other athletes

who made the difference gave their sweat & blood and brought honor to the country

di yata tama na bigyan ng tax exemption ang mga katulad ni paquiao na malaki ang kita kahit pa nakapagbigay ng karangalan sa bansa. kung ako nga, wala pa sa kalingkingan ang kita pero halos isang kahig isang tuka dahil sa buwis na ipinipataw ng bir. pero pag bilyones ang kita dapat daw walang buwis.
