So obsessed in keeping “Yolanda”’s death toll at his handpicked number of 2,500 deaths, Noynoy Aquino had found himself totally humiliated when the body count soared past 7,000.
The resulting embarrassment was so unbearable for Noynoy he had to issue another embarrassing directive — that is for the Department of Justice and the Department of Science and Technology to conduct an investigation into the “extraordinarily high” number of casualties brought about by the super typhoon.
The probe, Noynoy hopes would validate his insistence that the number of high casualties would have been avoided had the local government units taken the necessary precautions in dealing with Yolanda.
In fact, Noynoy even before Yolanda hit land last Nov. 8, had been hell bent in projecting a zero casualty for the super typhoon, bragging that his government is too prepared for any natural disaster to mess with, that he had the Tacloban chief of police immediately relieved after projecting a 10,000 casualty count in the aftermath of Yolanda’s wrath.
But then, all the reports pouring disprove Noynoy, and this despite the manipulation being done by the concerned agencies to hide the real body count.
And his embarrassing act leads to another more embarrassing act.
So, who do his investigating bodies intend to summon this time, aside from the local government officials? Yolanda herself to explain why she had chosen to take the path where there are large concentration of population?
Or God and ask the Divine Almighty on why he has to create such a powerful typhoon which claimed the lives of thousands of Filipinos?
Clearly, Noynoy is cracking up. He can no longer handle the pressure of the Office of the President, validating the statements of Aquino family friend Carmen Pedrosa which she made even before Noynoy was elected into office.
While Noynoy had been able to hide the real state of his mental health the first years of his presidency as he had effectively used his questionable popularity rating and fooled the people into believing all of the country’s economic and political woes were the creation of his predecessor, he could no longer resort to that that strategy after the twin disasters of the Bohol quake and Yolanda struck the country just weeks apart.
The twin disasters exposed not only the gross incompetence of his administration, but also the magnitude of its corruption. Not only did the world witness his administration’s incapacity in delivering relief and rescue operations at the time it mattered most, hours after the disaster struck, but that his most trusted people, including the agency which he entrusted billions of pesos for dole oust, the Department of Social Welfare and Development, is reportedly making a killing out of the relief goods, substituting imported goods with locally manufactured ones, contributing to the delay in the distribution of the much-needed relief items.
Those are aside exploiting the situation to further their “epality” by ensuring that the DNA of this yellow administration be imprinted on all the relief and rehabilitation efforts even in those being conducted independently by international and local volunteers.
As his incompetence, his total incompetence has been exposed before the whole world, Noynoy is doing everything on his own to doctor his highly-damaged image. Ironically, the more he opens his mouth, the more he is exposed to be a nut case. And the more his fragile state of mind worsens, courtesy of the seething pressure his limited intelligence can handle, the more we are dragged deeper into the abyss of uncertainty.
Unfortunately, I don’t think mental instability is a ground for impeachment. According to our Constitution, grounds for impeachment in our country only include culpable violation of the Constitution, graft and corruption, bribery and betrayal of public trust and high treason.
However, there is still one way mental instability could be used to remove him. The 1987 Charter provides that “whenever a majority of all the members of the Cabinet transmit to the President of the Senate and to the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of the office, the Vice President shall immediately assume the powers and duties as Acting President.”
In fact, this was the same provision the infamous Hyatt 10 tried to exploit when they resigned en masse from the administration of then President Gloria Macapagal-Arroyo, in the hope that other members of her Cabinet, including then Vice President Noli de Castro would follow suit, so that Mrs. Arroyo would be declared incapacitated to execute her duties as president. Fortunately for the people, they failed, otherwise, we would have to suffer a long and extended period from their incompetence.
Anyway, it’s also rather unfortunate that this won’t happen under this administration as Aquino’s Cabinet is also benefiting from his incompetence. Why would they kill the goose that lays the golden eggs for them?
Thus, it would now be up to the people and the remaining upright officials in this government to correct and undo the stupidity and ineptitude of this regime.
