Fugitive businesswoman Janet Lim Napoles is finally in government custody Wednesday after weeks of evading arrest, her lawyer said.

Napoles, who is wanted for serious illegal detention, is now with President Benigno Aquino, Atty. Lorna Kapunan told ABS-CBN News.

The Palace confirmed Napoles' surrender.

Presidential spokesman Edwin Lacierda, in a statement, said Napoles surrendered to Aquino.

"At 9:37 p.m on August 28, Janet Napoles surrendered to President Aquino. Napoles is wanted on charges of serious illegal detention arising from the alleged kidnapping of Benhur Luy," Lacierda said in a statement.

"The President turned her over to the custody of Interior and Local Government Secretary Mar Roxas and Philippine National Police Director-General Alan Purisima for processing and booking," he added.

Aquino, earlier Wednesday, announced a P10-million reward for information leading to the arrest of Napoles, who has been implicated in the multibillion-peso pork barrel scam and other alleged irregularities such as the fertilizer fund scam and the Malampaya fund mess.

Neither the Palace nor Kapunan said if Napoles' brother, Reynald Lim, who is also wanted for serious illegal detention, surrendered to Aquino.

Aquino said Napoles should face the charges against her before the government will consider turning her into a state witness against those involved in the pork barrel scam.

"Yung pagiging state witness pag-aaralan 'yan pero importante muna ay may warrant of arrest kailangan ma-serve ng executive itong warrant of arrest," Aquino said.

Justice Secretary Leila de Lima, meanwhile, said Napoles is not yet being considered to become a state witness.

She added that there are conditions to be one, including being the least guilty in a case.

"Sa ngayon hindi pa namin 'yan sineseryosong kino-consider but we cannot really rule out that possibility. There is always that possibility pero hindi pa ho namin talaga 'yan kino-consider. At alam n'yo naman po na mayroong mga elements or requirements or conditions bago ang isang akusado, or bago ang isang respondent na i-consider na isang state witness."

Investigators are targeting to file the first batch of cases in two weeks against Napoles, and possibly including lawmakers.

De Lima said the perpetrators of the pork barrel scam may face plunder charges but that it would still be subject to "further evaluation" by NBI's legal team review by the Office of the Ombudsman. - with reports from Jenny Reyes and Willard Cheng ABS-CBN News

Sa tingin ko sumuko na sya para sa witness protection program or something. anlalaking tae kasi ng mga kasangkot dito at maraming tae ang sangkot dito. baka natakot na si ale baka burahin ang pamilya nya kaya nag opt na lang na sumuko para at least may protection sya at may fighting chance.

As much as I want this Napoles to be prosecuted, it's not my main concern. If she is behind bars, yet her accomplices will continue to roam free, there will be 10 more Napoles' who will be eager to take her place. She's very easily replaceable as far as I know. It doesn't take a genius to do what she did.

Madaling magalit sa kaniya, for sure. Kahit pag patay kay Rizal sige ipukol na jan, I don't care. Magaling ang media mag produce ng boogeyman, expertise nila yan. What matters is ma prosecute yung mga tao that enabled this to happen. Hindi elected official ito, and based on what I know right now, she is a common crook. Yung elected na elite crook ang tinatanong ko sa isip ko, so pano yung mga yun?

You put these big shots behind bars, then kahit papaano may mag babago. Medyo kakabahan na siguro gumawa ng kalokohan yung mga until now eh gumagawa parin ng kalokohan.

The shadow of corruption has been looming in our country since I could remember, and yet I see the same faces and the same names in our government. Hindi ko alam kung super ba ang talino nitong mga hoodlum na politiko na ito, oh I will be honest and say inutil at hindi rin marunong mag isip kasi ang bumoboto sa kanila? It takes two to tango eh. Kaya malakas ang loob nitong mga ito, ang katwiran nila eh ibinoto nyo naman ako eh, so you must approve of what I do.

One other concern is if and that's a big "IF" ma prosecute yung mga official na guilty which is great, pero come 2016 eh nanalo parin sa election or another member of their family eh ewan ko nalang. When will we learn?

After the big finale, what happens next? When is real change going to come in this country where flagpoles cost almost 8 million and yet many public classrooms have no chairs?

Anyway let the chips fall they may. I hope they get to have those bigwigs who are are guilty and put them behind bars. Pero I couldn't help but think, eh yung isa ngang karumal dumal na kademonyohan ang pinag gagawa dito sa bansa, nanalo pa ulit as representative eh.

Hindi ko alam ano bang logic behind that insanity.
