MANILA (UPDATED) - How does one fact-check senatorial candidate Nancy Binay if she is absent in television debates, forums, town hall meetings, and other gatherings that allow voters to see candidates up close?

Binay did not attend a single debate or forum ahead of the May 13 elections, according to UP sa Halalan, a joint project of the University of the Philippines System, ABS-CBN, and the Commission on Elections.

"There are candidates that we really want to fact-check but they don't attend the debates and they don't say anything," said UP sa Halalan's Dr. Nicole Curato, an assistant professor of sociology at UP Diliman.

Curato said on "ANC Presents: Election Watch" on Tuesday night that she also wanted to fact-check the foundation that the daughter of Vice-President Jejomar Binay, but it was unnamed.

Binay, however, did appear on a solo live guesting at ANC before the elections.

She also granted interviews in other ABS-CBN News programs.

"Nancy Binay has been quoted in the media to only engage in debate when she's already in the Senate," said UP Diliman Vice-President for Public Affairs Prospero De Vera, who is also a member of the UP sa Halalan project.

"There seems to be an inverse correlation between those who attend the most and those leading in the rankings," he added.

De Vera said those who attended all the debates seem to be candidates who are trailing in surveys and those who have no money to compete well.

"There are candidates, especially incumbents who do not attend debates and rely on television ads," he said.

Fact-checking the elections

A key component of the UP sa Halalan project are fact-checks on the truthfulness of claims made by candidates.

"Fact-checking is a standard practice in US elections. We thought we would pioneer the fact-check concept in the Philippines," De Vera said.

Curato said the best students in her classes help in the doing the fact-checks.

"There are at least two layers, sometimes three layers of people doing the fact-check," she said.

Curato said they focus their fact-checks on "empirically verifiable" statements made by the candidates.

De Vera said they encountered difficulty with some candidates who are "fond of using buzz words that they have difficulty explaining."

"We are confident that the fact-checks can stand on their own," he said.

Citing the need for freedom of information, Curato said fact-checks would be better if more sources of information can be accessed by the public.

"Use the constituent universities to better fact-check local candidates in the future," she added.

Curato said aside from the Internet, they also used print archives in their research.

"To be fair, the Senate and the Congress have been very helpful," she said.

She said lower House officials gave for free records of some candidates.

De Vera said they also translated fact-checks into more understandable language for voters to understand.

A freedom of information law will help fact-checkers in future elections, he said.

"It would be best if we could get the financial records from the office of the legislators," he added.

Perhaps because isa ata siya sa leading. She doesn't need the added publicity.

There is also a chance a debate could backfire if somehow she made a fool out of herself.

nasa top4-6 sya sa survey.. kaso hindi pede na hindi sya makikipagdebate. sa senado, mostly ang ginagawa dun eh makipagdebate.. pag uusapan kasi ang bill na gagawin mo o yun bill na umakyat from congress... baka ibully sya ni sen. miriam santiago pag ganyan sya hehe

that's realpolitik, why gamble or place all your bets when you're still leading.
style nga naman ng mga pulitiko dito sa atin lalo na yung mga anak-anak ng mga politicians.

magkakaalaman talaga yan if ever maupo siya. either she will be cause of the downfall of her father who has plans for 2016 or she will be his investment at the senate. parang insurance lang talaga ang pulitika dito sa atin at tayo ang nagbabayad ng premiums.  :(

kaso po sir VigilanteSpy, constitutional right po ang pagboto. Responsibilidad na po ng mga boboto kung pag-aaralan nila ang mga plataporma ng mga kandidato at personalidad ng mga ito o sasakay lang sa mga pambobola.

mas gugustuhin ko na sa kandidato ito ipatupad, lagyan ng mas mataas na qualifications, yung mga tipong tapos ka ng kolehiyo, pinakuha or kumuha ng kurso sa pamamahala ng gobyerno o komersyo kung iba man ang natapos niya sa kolehiyo, yung tipong naglingkod o nagkawang-gawa ng mga tatlong taon gamit ang sarili niyang pera. lol. parang social investment, may malalim na pa-unawa sa iba't ibang ideolohiya at may sinasandigan din.

Hindi yung dahil sa artista lang at raraket sa pulitika, tapos nga ng graduate studies dito o sa ibang bansa pero wala naman karanasan sa paglilingkod sa kapwa or sa pamamahala, o kaya naman chop suey ang paniniwala kagaya ng mga partido at mga pulitikong kasapi nito. That's why our political scene can also be considered as "Butterfly Politics" balimbingan, kung san o kung sino malakas dun sila never mind kung dati magkaiba ang mga paniniwala nila.

Imagine Liberal at Nacionalista? Ngayon coalition partners na for the sake of political convenience. 

Let's not disenfranchise voters for the sake of lack of education. Yung tv and radio ads, given na rin po ito, ibig sabihin lang nito mas nagiging dynamic po ang pampulitikang larangan natin. We need to educate voters, especially those from the countryside kasi dun talaga existent ang patronage and deception politics kaya nanalo pa rin ang mga traditional politicians na hindi naman dapat maupo.

The same goes with the voters who have high school and college education, how sure ang isang schooled voter when he/she gets to a polling precinct in Maguindanao, Basilan, Masbate, Dinagat Islands or any place where political dynasties are so forceful in imposing election dirty tricks would be able to vote independently free from any political duress?

May pinag-aralan man o wala, kung ang maiboboto natin ay iisang klase lang din or resorting with guns, goons and gold sayang pa rin po Sir VigilanteSpy ang pagboto.

Just implement a simple rule - if you're not an OFW, and don't have an ITR for the past year, you can't vote. It's easy to make a trash vote if you have nothing invested in it. We need to teach people RESPONSIBILITY.
