MANILA, Philippines - President Benigno Aquino III on Friday called for the abolition of the Priority Development Assitance Fund (PDAF) or pork barrel of lawmakers.

Aquino made the announcement after the controversial pork barrel scam hit the headlines and a Commission on Audit report (COA) revealed certain irregularities in the PDAF from 2007 to 2009.

"Nakita natin sa mga ulat na lumabas nitong mga nakaraang linggo: kailangan pa ng mas malaking pagbabago upang labanan ang mga talagang pursigidong abusuhin ang sistema. Panahon na po upang i-abolish ang PDAF," Aquino said.

Several lawmakers allegedly channeled their PDAF to bogus non-government organizations (NGOs) to fund ghost projects, which would give them kickbacks.

The COA report revealed on the other hand that 74 lawmakers exceeded their PDAF allocation from 2007 to 2009 while around 200 legislators gave over P6 billion of pork barrel to 82 mostly dubious NGOs.

"Akala po ng iba, pera nila ang PDAF, na puwedeng gastusin kung paano nila gusto. Pero mali po ito: Pera ng bayan ang pinag-uusapan dito, at sa bayan dapat–at hindi sa ilang gahaman lamang– ang pakinabang nito," said Aquino.

The President has been vocal in his stand not to abolish the pork barrel, but his announcement on Friday is seen to appease the growing public clamor to scrap the controversial fund.

Aquino said those found guilty of abusing the pork barrel system should be held accountable while ensuring that public funds go to the people's welfare.

"Ngayon, bubuo tayo ng bagong mekanismo upang matugunan ang pangangailangan ng inyong mga mamamayan at sektor–sa paraang tapat, gamit ang tama at makatuwirang proseso, at nang may sapat na mga kalasag laban sa pang-aabuso at katiwalian," the President said.

Among the new initiatives is the prohibition on coursing the pork barrel to NGOs and selected government-owned and controlled corporations.

Also prohibited is the budget allocation for consumable soft projects such as fertilizer, seeds, medical kits, false teeth and training materials that cannot be audited.

Short-term infrastructure projects such as dredging are also now prohibited.

The projects of congressmen will now be limited to the districts or sectors that they represent.

MANILA, Philippines – Three days before anti-pork barrel rallies planned in key cities nationwide – the first major demonstration during his administration that has been anchored on an anti-corruption slogan – President Benigno Aquino III announced that it is time to abolish the lawmakers' Priority Development Assistance Fund (PDAF).

Media reports and a special state audit have found billions in senators' and congressmen's PDAF going to dubious non-governmental organizations, which in turn reported ghost projects and beneficiaries.

Below is the full text of the President's statement in Filipino, followed by the English version:

STATEMENT OF HIS EXCELLENCY BENIGNO S. AQUINO III, PRESIDENT OF THE PHILIPPINES, ON THE ABOLITION OF PDAF AND BUDGETARY REFORMS, MALACAÑAN PALACE, MANILA, AUGUST 23, 2013

Taong 1990 nang binuo ang tinatawag na nating PDAF ngayon para sa isang marangal na layunin: Ang bigyang-lakas ang inyong mga Kinatawan sa Kongreso, upang tumukoy ng mga proyektong hindi kayang pondohan ng mga LGU. Wala pong mali o masama sa polisiyang ito. Ang mali, ang masama, at ang siya ngang ikinagagalit ng taumbayan, ay ang pagsasabwatan sa pagitan ng isang pangulong handang makipagtransaksyon para manatili sa kapangyarihan; mga mambabatas handang makipagkuntsabahan; kung nariyan ang kooperasyon ng burukrasya; at mga mamamayang tila namanhid na sa panlalapastangang ginagawa sa kanila-- kung nagsama-sama po ang mga sangkap na ito, maaaring maabuso ang PDAF. Kailangan nating maniguradong hindi na maaabuso ang sistema.

Una, ang panagutin ang mga umabuso sa sistema. Kahapon, iniulat ko sa inyo: Inatasan ko ang DOJ, sampu ng lahat ng ahensya ng ehekutibo sa ilalim ng Inter-Agency Anti-Graft Coordinating Council, o IAAGCC, na mag-aambagan at magtutulungan upang mapabilis ang proseso, mula sa imbestigasyon, hanggang sa pag-usig, hanggang sa pagpapakulong, at pati na ang pagbawi ng ilegal na yaman. Iyan po ang balangkas ng ating unang layunin. Ang ikalawa: maghanap ng mas mainam na paraan upang siguruhing ang pera ng taumbayan ay mapupunta sa taumbayan lamang. Lilinawin ko po: Simula pa lamang, pilit na tayong nagpapasok ng reporma upang bawasan ang diskresyon, na siyang ugat ng labis at maling paggamit ng PDAF. Naniniwala tayo: kung hayag ang proseso, mababawasan din ang pang-aabuso sa sistema. Inatas po nating itala sa Pambansang Budget kung magkano ang PDAF na natatanggap ng bawat mambabatas, at ipinagbawal na rin natin ang congressional insertions. Partikular na lamang ang menu na puwedeng paglagyan ng PDAF, hindi katulad dati kung kailan inilalagay lamang ito sa kung saan-saan. Hinihingi na rin natin ang mga detalye ng proyekto, di gaya ng nakaraan kung kailan kahit malawak ang depinisyon ay naaaprubahan ito. Real time na ring ina-upload sa website ng DBM ang listahan ng proyektong napopondohan ng PDAF, kaya't malaya itong nabubusisi ng madla. Pagdating naman sa bidding, lahat ng bid notices at awards ay nakapaskil na rin sa Philippine Government Electronic Procurement System o PhilGEPS.

Naalala ko nga po noong Senador ako. Ang budget, nakalaan para sa January 1 hanggang December 31. Noong 2007, naaprubahan ito, Abril na. Ibig sabihin, mula Enero hanggang Abril, carry over ang budget mula sa nakaraang taon. Di ba makatuwiran na dahil na-reenact ang budget, tanggalin na rin sa budget ang pondo para sa mga buwan na nakalipas at nagastusan na? Natalo ang mungkahi ko-- kaya bumoto ako ng "No" sa budget ng 2007. Tinatayang 36 billion ang biglang naging savings noong taong ito-- saan naman po kaya napunta ito?

Kaya nga po, mula nang maupo tayo, maaga na ring isinusumite at inaaprubahan ang budget, upang hindi na ito paulit-ulit na ma-reenact, na maaari ring magamit bilang instrumento ng pang-aabuso. Sa araw matapos ang SONA, isinusumite na namin ito sa Kongreso; naaaprubahan po nila ito bago matapos ang taon, kaya't nabawasan na rin ang pagkakataong makalikot ito at mapagkakitaan.

Sa kabila po ng mga repormang ito, nakita natin sa mga ulat na lumabas nitong mga nakaraang linggo: kailangan pa ng mas malaking pagbabago upang labanan ang mga talagang pursigidong abusuhin ang sistema. Panahon na po upang i-abolish ang PDAF.

Ngayon, bubuo tayo ng bagong mekanismo upang matugunan ang pangangailangan ng inyong mga mamamayan at sektor-- sa paraang tapat, gamit ang tama at makatuwirang proseso, at nang may sapat na mga kalasag laban sa pang-aabuso at katiwalian.

Katuwang nina Senate President Frank Drilon at Speaker Sonny Belmonte, sisiguruhin kong bawat mamamayan at sektor ay makakakuha ng patas na bahagi ng pambansang budget para sa serbisyong pangkalusugan, scholarship, proyektong lumilikha ng kabuhayan, at lokal na imprastruktura. Makakapagmungkahi ng proyekto ang inyong mga mambabatas, ngunit kailangan itong idaan sa proseso ng pagbubuo ng budget. Kung maaprubahan, itatala ang mga ito bilang mga line item, alinsunod sa mga programa ng Pambansang Pamahalaan. Mapapaloob ito sa batas bilang Pambansang Budget-- hihimayin ang bawat linya, bawat piso, bawat proyekto, gaya ng lahat ng iba pang programa ng inyong pamahalaan.

Dagdag pa rito, ang mga proyekto, at ang pagre-release ng budget para sa mga ito, ay magkakaroon ng mga sumusunod na patakaran laban sa katiwalian:

1. Itutuloy natin: Kailangang manggaling sa isang limitadong menu ang mga proyektong popondohan.

2. Ngayon, bawal na ang mga consumable na soft project tulad ng fertilizers, punla, gamot, medical kits, pustiso, paliga, training materials, at iba pang mga bagay na hindi masusuri kung totoo ngang may kinahihinatnan, o kung nagmumulto at pinagkakakitaan lang naman pala.

3. Ngayon, bawal na rin ang mga panandaliang imprastruktura, o kaya'y mga dredging, desilting, regraveling, o asphalt overlay project.

4. Ngayon, bawal na ring padaanin ang pondo sa mga NGO at piling GOCC tulad ng ZREC at NABCOR. Bubuwagin na po ang mga GOCC na ito at iba pang tulad nila, na paulit-ulit na ginamit sa kuntsabahan, at parang wala namang ibang silbi kundi ang maging instrumento ng katiwalian.

5. Ngayon, limitado na sa distrito o sektor ng mambabatas na nag-sponsor ang kanyang panukalang proyekto.

6. Ipagpapatuloy natin ang tapat at bukas na bidding para sa bawat proyekto; kailangang ipaskil sa Philippine Government Electronic Procurement System o PhilGEPS ang lahat ng mga bid notices at awards.

7. Patuloy din po: Upang masubaybayan ng taumbayan ang implementasyon ng mga proyekto, ihahayag ito nang buo sa website ng DBM at kaukulang ahensya, pati na sa National Data Portal ng gobyerno (www.data.gov.ph).

Inatasan ko na si Secretary Abad ng DBM na kumonsulta kina Speaker Belmonte at Senate President Drilon upang pandayin ang mekanismo, at isumite ito sa akin. Ilalatag natin ito upang ang mga alokasyon sa bawat distrito ay mapabilang na sa ating Pambansang Budget simula sa panukalang budget ng 2014.

Gagana lamang po ang sistemang ito kung makikiisa at makikilahok kayo. Ihahayag po nang buo ang impormasyon; suyurin at kilitasin po natin ito. Nananawagan akong makiambag at magsikap ang bawat isa, gaya ng pakikiambag at pagsisikap ng inyong gobyerno. Sama-sama nating pagtibayin ang pananagutan at katapatan, upang masigurong ang pera ng bayan ay ginugugol sa paraang makatarungan at tunay ninyong napapakinabangan.

Sana, sagutin ni PeNoy kung saan napunta ang PDAF niyo nuong kongresista pa siya. 9 na taon sa kongreso =630million pesos. 3 na taon sa senado = 600million pesos. Ano proyekto nagawa niya ? Nakipag usap din ba siya sa mga NGO? Legal ba ang mga NGO na kinausap niya o para din mga NGO ni napoles?

Groups nix PNoy's 'abolish pork' announcement

Give up your own 'pork,' PNoy told

MANILA – Several leftist groups are not buying President Aquino's announcement today on the abolition of the Priority Development Assistance Fund (PDAF) or pork barrel.

Aquino earlier announced that he wants the pork barrel funds be abolished and replaced with a new system where the country's impoverished sector can still access help from the government.

The president said lawmakers can still propose projects, but they will have to be included in the national budget as line items.

Health services, scholarships, and livelihood projects are among projects that will still be allowed while soft projects and short-term infrastructure projects will not be allowed anymore.

Bagong Alyansang Makabayan (BAYAN) secretary-general Renato Reyes Jr. slammed the announcement, saying Aquino was merely rehashing the same 'pork' system by giving it a new name.

Reyes believes that Aquino was just trying to preempt the large anti-pork protest on Monday. He also scored the president for not abolishing the supposed "presidential pork."

"To Mr. Aquino, pork by any name is still pork. Aquino expectedly did not move to abolish presidential pork which is much larger than the PDAF, at least P450 billion by some estimates. Aquino again misleads the nation with promises of reform while retaining the very corrupt system of patronage politics that pork represents," Reyes said in a statement.

"The protest on Monday must push through to call for the abolition of all congressional and presidential pork and for accountability not just of [Janet Lim] Napoles but all officials involved up to the present Aquino government."

Another leftist group, Anakbayan, said it does not see any reform in the statement of Aquino today.

"His talk of 'abolition' is double speak. He is actually securing and defending his pork and other lump sums. His presidential pork will not be touched," said Anakbayan chairperson Vencer Crisostomo.

"The 2014 budget proposal is in fact a pork barrel budget with lots of 'special purpose funds,' 'unprogrammed funds,' and 'automatic appropriations.' Under public fire recently for instance is Malampaya fund, PCSO presidential social fund and other off-budget accounts amounting to hundreds of billions. "

Meanwhile, Kabataan party-list said Aquino's introduction of reforms to the PDAF system is meant to give the Executive department a tighter grip on the funds.

"By jumping on the bandwagon of the people's disgust for the pork barrel system, Aquino is trying to cover up the fact that he has the 'greatest pork of all.'"

"Aquino has, in fact, not outrightly called for the abolition of the pork barrel. Instead, he only proposed a series of so-called reforms that would in fact even give the Executive Department greater power over PDAF,"Kabataan Rep. Terry Ridon said.

JV to PNoy: Scrap your own fund

MANILA – Time to lead by example, Mr. President.

Sen. Joseph Victor “JV” Ejercito on Friday challenged President Aquino to scrap his own Special Purpose Funds (SPF) after Aquino’s announcement that he will abolish the priority development assistance funds of lawmakers.

"The President should lead by example in this whole process, by scrapping his own Special Purpose Funds (SPF), commonly known as presidential fund, and other such lump-sum funds sourced from revenue from some government agencies or government-owned and controlled corporations,” Ejercito said in a statement.

“It will be beneficial for President Aquino if he shows sincerity by leading the way in effecting changes for the benefit of our nation,” he added.

The senator urged the President to take action by filing cases against those linked to the plunder of government funds "using as immediate basis the [Commission on Audit] Special Audit Report covering 2007-2009."

He also urged Aquino to form an independent commission that will dig deeper, file cases and pursue people accused of government fund misuse. He said the independent commission should not be from Malacanang, Senate or House of Representatives, but a group of individuals "who have a sterling reputation of fighting for the interest of our people."

He also asked the President to totally scrap the Priority Development Assistance Fund (PDAF) in the national budget for 2014.

"It is not enough, if you would ask majority of the Filipino, to just temporarily suspend the PDAF," he said.

"The President prepares our national budget, it is also proper for him to lead by example by removing PDAF in the national budget. It is fitting to join our President in this significant action that will remove the doubts in the minds of our fellow citizens."

"The budget that will be saved from PDAF can be reallocated to local government units (LGUs) in their housing and classroom projects."

In a press briefing, the President said he is proposing a system where lawmakers can still propose certain projects for their constituents but this time with several restrictions.

There will be a menu that proposed projects should conform with and allocation for the approved projects will now appear in the national budget or the General Appropriations Act as line item, starting in 2014.

Health services, scholarships, and livelihood projects are among projects that may still be allowed.

“Sisiguruhin kong bawat mamamayan at sektor ay makakakuha ng patas na bahagi ng pambansang budget para sa serbisyong pangkalusugan, scholarship, proyektong lumilikha ng kabuhayan, at lokal na imprastruktura. Aquino said funds can no longer be funneled through NGOs and certain GOCCs, saying they had been used as instruments for corruption. The President also wants the National Agribusiness Corporation (NABCOR) and its subsidiary, ZNAC Rubber Estate Corporation (ZREC), abolished.

Consumable soft projects such as fertilizers and medicines will no longer be allowed, as well as short-term infrastructure projects such as dredging, desilting, regravelling, or asphalt overlay projects.

Lawmakers can only propose projects for their respective districts or constituents.

i always hope na all the issues regarding PDAF or SPF but i don't think madali itong mare-resolve, bakit? kasi we are a democratic republic, lahat ng usapin ay laging dadaan sa upper at lower house congress... unless maging dictator ang pangulo to gain complete control... and because of that process kaya magtatagal ang usapin....then something unexpected will happen para tabunan ang issue...hanggang mawala na sa isipan ng tao ang usapin ngayon na mapalitan ng bagong usapin... sigurado ako, magkakaroon ng sacrificial lamb....

at tungkol naman sa leftist group na wala ng ginawa kundi mag-rally, para e-disable ang gobyerno. paano akong maniniwala sa kanilang sinasabi eh hindi nga sila tumutulong para ayusin ang problema ng gobyerno kasi hindi naman iyon ang talagang goal nila. Oo matatalino sila pero tulad ng ibang opisyal, gusto din nila ng power na ma-control ang gobyerno. Yes, sinasabi nila ang kanilang saloobin sa gobyerno pero are they doing something para maging model sila ng gobyerno para pakinggan sila? They only talk for one thing, to gain support from the people, then to remove the current government system, and then to be in power, then alisin ang karapatan ng lahat ng mamayan para magsalita, magdesisyon, at maging malaya.

sa mga opisyal ng gobyerno, tayong mga pilipino rin ang may kasalanan kung bakit nagkakaganito ang bansa kasi tayo ang bumubuto ng mga opisyal ng pamahalaan. Oo yung iba sa kanila, nandaraya sa eleksiyon pero, are we doing something para pigilan ang ganito. We will always hear the same story, tumulong sila sa atin kaya sila ang binoto natin...dahil mapagtanaw ng utang na loob ang mga pinoy...ito ang nagiging daan para abusuhin ng maraming opisyal ang ating paniniwala sa kanila. Whatever they say, whatever they do, because they are in power... wala tayong magagawa para pigilan ito. the only we could do is to voice out our opinion, remember the people involve sa issue at sa susunod na eleksiyon huwag na silang iboto. Unfortunately, that's the only way then hope that the one we will vote will do his/her job.

sana sa mga susunod ng panahon mas maging matalino tayo sa pagpili....i don't want to be negative pero masyado ng malalim ang problema ng ating bansa para malunasan ito in the next 25 years or maybe more..
