A potential cyclone from the east is now in the Philippine Area of Responsibility (PAR), and is moving closer to Eastern Samar province, state weather agency PAGASA said.
In its 5 p.m. bulletin, PAGASA said the LPA, which entered the PAR before noon, was estimated at 830 km east of Guiuan town in Eastern Samar as of 4 p.m.
PAGASA also said the ridge of a high-pressure area is extending over Northern Luzon.
"The whole country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening," it said.
It also said moderate to occasionally strong winds from the northeast will prevail over the eastern section of Central and Southern Luzon and over Eastern Visayas.
The coastal waters along these areas will be moderate to occasionally rough, it said.
Also, PAGASA said light to moderate winds coming from the east to northeast will prevail over the rest of Visayas and of Luzon and from the north to northwest over Mindanao with slight to moderate seas.
Earlier, PAGASA's 11 a.m. advisory said the LPA may "bring cloudy skies with light to moderate rains and thunderstorms over Eastern Visayas particularly Samar provinces."
