Actually kung skills lang mali pa rin, dahil si The Runner ng Marvel universe ang pinakamabilis consistently (see my previous post) even without magic or whatnot. Jinojogging niya lang ang buong universe on a regular basis. Baka ang ibig mong sabihin ay mundane humans lang, without superhuman modifications (Captain America), genetic mutations (like Quicksilver), and special abilities (Killua).Kung pure human training mabilis talaga si Kenshin at Soujiro ng Rurouni Kenshin, pati na ang mga One Piece characters na well versed sa Soru ng Rokushiki Martial Arts. Pero ang fastest mundane characters pa rin ay sina... Rock Lee at Maito Gai!

Yep may chakra sila... which is irrelevant since hindi naman necessarily ginagamit to move fast.1. Most Taijutsu are established to only require stamina (or physical energy). Even Noon Tiger and Evening Elephant are explicitly chakra-less jutsus.2. Heck, "Fast Movement"(TM) isn't even a taijutsu, although being a taijutsu master means it's usually a requisite (along with strength and agility training). There're no chakra-use related to increasing speed outside ninjutsu/senjutsu, and the only chakra-use related to feet was for climbing walls.Basically what you saw when Lee dropped his weights in the Gaara fight was his default run speed. Yes, chakra is not necessary to move fast ORDINARILY (note the case of raikage), however it is worthy to note that in ordinary state kakashi can move as fast as gai (remember their race?) so para maging super fast si guy, kailangan nyang iopen a number of gates from The Eight Gates, the chakra pathway system, now if physical energy is the only thing that it is needed then why does it require for one to open a gate from the CHAKRA PATHWAY SYSTEM?
I was talking about the manga (canon), so some anime filler doesn't count in my book, not to mention that Kakashi is really no slouch in the speed department either anyway. And, yes, unlocking certain Gates DO increase speed, but I wasn't talking about that. Rather, we can see from Rock Lee's base-form speed feats (e.g. v. Gaara, v. Haku) alone that they're still ridiculously fast without that (and Gai is faster, based on the Databooks that are of course canon unlike the anime).

Meh. If you want to be pedantic, Gai and Lee ARE still anime characters. TS didn't specify where the speed feats need to be taken from, which is why there are plenty of Flash->SpeedForce posts every once in a while.
