Did you try going to the bank and ask them how they could help? There are times when they could be pretty accommodating when it comes to requirements. Tell them your situation, it's pretty rare for bank to turn down a customer specially when a branch is new. It is best to ask them for suggestions.

When it comes to ID naman, I find that Drivers license is the easiest and most convenient to have. It's always in my wallet and doesn't expire for years and bringing it along with me wherever I go is second nature.

Ask if a student drivers ID is an option and see if that works out for you. You're hitting two birds with one stone by doing so. On one hand you're on your way to having a driver license that you would likely need in the future, and on the other is you get to have a valid ID.
