Yep they are anime characters however they are also manga characters. They are only anime characters if you are making a reference of them from an anime.

The only relevant question based on TS parameters is: Are Lee and Gai characters from an anime show?Even then...[spoiler]non-life-and-death situations such as casual races aren't the most accurate reference points and they don't necessary reflect a character's top speed (e.g. 1. Superman tagged Flash in a race, 2. Lee's weights-less move speed in the Gaara fight easily tops the speed of Kakashi and Gai from this race, whose speeds as shown as more comparable to generic shinobi movement through forests)Not to mention that Kakashi is no slouch in the speed department either (he's Gai's rival after all).So really...
