Analysis:
Power: Toguro has up to "120% power" that leads to death, but is only building-buster on average and probably city-buster at best. Hulk has no upper limit as long as he gets angrier, and even then World War Hulk is building-buster at minimum and arguably country-buster at best. Worldbreaker Hulk is just overkill, easily a continent-buster (his mere footsteps breaks the Earth's crust) and probably even as far as galaxy-buster level with DAT Galactus imba-ness.
Feats of Strength and Athleticism: Nothing worth of note for Toguro, while Hulk lifted a 150-Billion Ton mountain and can jump high enough to escape Earth.
Defense: Toguro is pretty durable against (probably building-buster level of) physical and energy attacks. World War Hulk can only be damaged by attacks stronger than adamantium strikes, and he tanked attacks from the Sentry (power of a million exploding suns). Hulk has a high healing/regeneration factor as well.
Conclusion: Spite Match; parang nilunod mo ang daga sa Pacific Ocean.

Agreed. Iba talaga ang ceiling of power level ng DC/Marvel Universe eh (siguro TTGL and Tenchi verses can match them). Actually, deliberately nireretcon na nga ang nila para lang mascale down yung powers nila. Just look at the feats of power ng Pre-Crisis (Golden Age) Superman compared to the *weaker* Post-Crisis Superman, and now, the *weakened further* New52 Superman.
Kung Juggernaut vs Hulk, tingin ko stalemate. Parehong silang effectively immortal against purely physical attacks (punches & shockwaves) due to their regeneration/healing factor, although mas lamang dito si Juggernaut; at least one each of their versions could even theorerically survive if the universe blows out/in. Pareho ding walang theoretical upper limit ang striking power nila. Pareho din silang may possibleng Multi-Galaxy-Buster Level na mga backer (Cytorrak and Galactus).
Since Anime discussion ito, tingin ko mas fair (or at least hindi Spite) match-up ang Toguro vs Kenpachi vs Rob Lucci.

Granted, may Gem of Cytorrak si Cain Marco (http://static.comicvine.com/uploads/scale_super/10/102593/2388691-1102416_136718_136696_nothingcnstpthjuggernaut_super_super_super.jpg) nung nagregenerate sya dito, pero kahit ang normal na Juggernaut (http://marvel.wikia.com/Cain_Marko_%28Earth-616%29) ay may actual regen/healing factor po.
Tingin ko may fair chance si Toguro at least kay Kenpachi (noong hindi pa awakened true power nya) na mahilig magpartida palagi. Wag lang siyang i-Kendo.
