Lordgenome of Gurren Lagann, he started out as an evil man who wanted to bury humans beneath the Earth and have them live there and created Beastmen to enforce it. But later on he reveals his true purpose for doing what he did and even help the main character defeat the final boss.
This proves that a character doesn't have to be completely evil to be an effective antagonist.
Also just to point out, Anti-hero is not synonymous to villain.

In terms of jerk levels, you can't go wrong with Mr. "It's Over 9000" Vegeta.
Runner-Up: Takamura Mamoru
In terms of schemes and gambits, it will always be Light... just as planned.

Technically, tiklop din si Hisoka kay Illumi nung tinease nyang papatayin si Killua. Plus, yung creepyness ni Hisoka is more on psychotic pedophilic type, which I find slightly less creepy than body-mutilation, body-horror, wriggling, squirming, freak.
