PNP urged to fill over 23,000 vacancies to help manage traffic

Filling the 23,820 vacancies in the Philippine National Police will beef up security in the country as well as help in traffic management in Metro Manila, Sen. Francis Escudero said yesterday.
He also called on the PNP to be more aggressive in recruiting new police officers.
“If the agency can only improve its fill-up rate, imagine how many policemen can be sent out to direct traffic or catch criminals,” he said.
The PNP has an authorized troop ceiling of 174,410 this year, Escudero said.
Of this number, only 150,590 positions are projected to be filled, and 23,820 are left vacant, he added.
The same troop ceiling and fill-up ratio is expected next year based on Staffing Summary for 2016, one of the budget documents Malacañang sends to Congress every year, Escudero said.
In 2014, the PNP had a troop ceiling of 148,409, and only 143,104 were filled, he added.
The most generous policeman-to-population ratio estimate on paper is about one for every 674, Escudero said.
“But the better gauge should be actual duty cop to population – only those who are actually in the precincts or patrolling the streets,” he said. “Because there are a lot of policemen at any given time who are either off-duty, assigned to headquarters, on leave, in school or have administrative duties or are suspended.” – Marvin Sy, Paolo Romero, Philstar
