Ask ko lang po.. I'm working now as a structural engineer here in the company
at yearly po ang aming contract employee signing at may pagkakataon pa na delay yung contract signing namin.
For example:
end of contract ko is January 30, 2015 then binigay yung contract namin is bandang March 2015 na po. Pero yung monthly salary is okay naman at binibigay naman.
Question: Is it possible or may batas po ba tayo na dapat ako ma regular? almost 4 years na po ako sa company.

yup po.. may specific project po pero may pag kakataon na nalilipat ako sa ibang project kasi kailangan ng additional tao po sa isa pang project dahil delay na.
naiinis lang ako kasi ilang beses na ko pinapangakuan for regularization kaso nga lang may mga masasamang tao sa paligid ko na sadyang malalakas sa top mgt. (mga inggit)

as far as I remembered more than 10 times. I already finished all 10 different projects but continuously yung project hired status ko is the same project padin ng original project.. Under construction Management Services (Billion project), ang kaso nahiram ako sa Asset Mgt Department (noon) kaya madami akong project na completed as project in-charge or proj engr. Now andito na naman ako sa CMS and inaassign ako for two months sa ibang project na naman pero hindi naka lagay sa contract ko.
ang end of contract ko ngayon is August 31 2015 kaya kung hindi ako ireregular or itataas man lang ng position ay mag resign na lang ako at mag business

Under article 280 of the Labor Code, you're a project employee, one whose employment is co-terminus with the project you are assigned to.
However, since you were transferred to other projects numerous times, i'd argue that you are now a regular employee since you're performing a job that is necessary and desirable to the company.
The fact that you were assigned to different projects aside from that to which your contract pertains to would belie your status as a simple project employee.

hire date ko po is October 2011 and yearly po ay nag pipirma kami. Marami po kami na project hire dito.. Alam ko sobra sobra din yung salary natatanggap ko pero dapat naman cguro ay maging regular na kami.

are you directly hired by the company or from a contractor of the company? i asked this since it has a big impact on your problem... if you are directly hired by nlex, then you should have been a regular a long time ago... but if you are from a contractor of the company under lease to nlex, then sad to say you have no legal basis for regularization...

I'm directly hired by nlex po.. what should I do? kakagaling ko lang ngayon sa sctex.. dadalhin naman daw ako sa TIPO kasi delay na yung isang project namin na integration kaya need ng engr.. Gusto ko na din mag resign kasi grabe na ginagawa sakin e alam ko naman na dapat regular na ko noon pa.

check first with your Hr the status of your employment contract... then by all means, follow what your heart and mind wants...

You are a regular employee but being treated as project employee by employer to circumvent security of tenure

Bro, just a piece of advise, you may consider filing a complaint for regularization of employment sa National Labor Relations Commission (NLRC).
A recent supreme court decision can be cited as your so called "Project employment" is highly doubltful, as what the court mentioned; "“in determining the true nature of an employment, the entirety of the contract, not merely its designation, or by which it was denominated, is controlling.”
