how can i get visa sa mga open countries like dubai france japan and others

There are various kinds of Visas. I think France is within Schengen, and there is a kind of entry Visa in a Schengen country that is like having entry Visa's for all other countries within that area.

About Visas, again financial capacity, what's your purpose etc etc and of course the best way to get the most definite answer is for you to visit their respective Philippine websites as some may have more requirements than others.
