For overpricing text messages since December 2011, telcos must refund prepaid and postpaid subscribers more than P7 billion, the National Telecommunication Commission (NTC) said Thursday.
 
The refund must be made within 30 days after the telcos received the NTC order issued by NTC on May 7, Edgardo Cabarios, NTC Common Carriers Authorization director, told reporters in an interview.
 
An estimated 10 percent or 200 million of the 2 billion text messages sent through the networks Globe Telecom Inc., Smart Communications Inc., and Digitel Mobile Philippines Inc. or Sun Cellular were charged at the rate P1 per message, Cabarios said.
 
Another 20 percent or 40 million of the 200 million text messages were inter-network messages.
 
The telcos must refund P0.20 per text message or P8 million per day since the commission issued Memorandum Circular 02-10-2011 – the “Interconnection Charge for SMS” – which took effect in December 2011.
 
That boils down to P7.04 billion, Cabarios said.
 
Globe, Smart and Sun must also pay P160,000 each for failing to heed the NTC order, he added.

I am very much interested kung paano sila magrerefund sa mga prepaid subscribers at from what date ang refund...

Di nako umaasa jan sa refund. Sana lang iimplement nila agad yan ng .80. And mas mag mura yung mga promo .

I am not sure if the refund would matter much, what I want is for the NTC to man up and penalize these guys for the high cost yet pathetically slow net. (They are also in charge of this, am I right?) Puro gimmicks like up to 10 Mbps bs and in the fine print you're capped pala ng 1.5 GB. That is such a joke. Their greed is literally slowing down our progress. Net speed is already a factor in a country's development and structure, keeping it down to maximize your profit shouldn't be legal. Same goes for the exorbitant cost of our electricity (not keeping it down obviously), it reeks of scam.

Another complaint is the expiry of load, why does load need to expire? Ang alam ko 15 days ata and it's expired? It's a blatant scam man. Napapanis ba ang load? I thought they have rules now about gift certificates not expiring, dapat ganoon din ang load. Any explanations about this is palusot by a capable PR and Marketing department. I'm not going to buy it.

Tindi kasi ng monopoly dito sa atin, even the corporate world acts like inefficient, pompous governmental bureaucrats. A different matter but have you tried activating your epass man? Idiocy at its best. Read the fine print for more whimsical and iron clad lawyering hanky panky.

Anyway, I have recently been to one telcos business center, the staffs there act so snobbish, para bang they are doing you a favor, they have forgotten they are a business entity, and consumers should be the end all be all, anyway people have forgotten their rights as a consumer. Ang gagaling kasi ng mga abugado and marketing department eh. The wolves have convinced the sheep to stay in their pen by paper work.

Hahahaha! Tae kayo! Sorry po. For lack of a better term. Tae talaga.

I've said in my previous postings that the flawed '87 constitution be amended, at least on the provisions that would welcome foreign investments and competition.

Grabe... You have to pay more, much expensive compared to our Asian brothers, to get more internet speed, and to send SMS. I lived in Vietnam last year for almost 8 months and boy! Their internet and phone charges are low but fast!!! Even if all telcos are owned by the government! Wake ip Pilipinas! Napag-iiwanan na tayo!!!

so better yet, icharge for criminal and administrative liabilities kung sino man ang sangkot dyan....

I-charge yung mga sangkot, sir fayt? E yung mga sangkot nga sa Napoles scam hanggang ngayon ay pinag-uusapan pa din pero wala namang nangyayari, yan pa kaya??!!!

Mukhang malabo na nga ang pagbabalik nila nang mga sobrang singil...

Mula pa noong 2011 yan eh...

Ang problema nga hanggang ngayon hindi naman nababago ang singil nila...

Dapat simulan na nila ang pagbabago... Para naman mas kapani paniwala na kaya nilang ibalik yung lahat nang utang nila...

I really hope they refund subscribers by driving down call prices (NOT text messages as there are numerous promos that affect this anyway) and internet plan prices.
