The Philippines is getting two brand-new frigates as part of the modernisation programme of the Armed Forces of the Philippines (AFP), Defence Undersecretary Fernando Manalo said yesterday.
He told reporters that the Department of National Defence (DND) had earmarked 18 billion pesos (US$437 million) for the purchase of the two vessels through a public bidding. He said a number of countries, including South Korea, Spain and Singapore, would participate in the bidding.
Manalo also disclosed that the DND had been negotiating for a government-to-government acquisition of 12 jet fighters from South Korea.
He said the DND had decided to scrap previous plans to acquire refurbished frigates since secondhand vessels would be more costly to maintain. He said the DND had allocated 9 billion pesos for each frigate, or fast warship.
"The purchase of the frigates has been in the pipeline," Manalo said. "We are just waiting for the Navy to submit their 'decision package.'After that, we will review it and issue an acquisition decision memorandum signed by (Defence) Secretary Voltaire Gazmin," he said.
Manalo said the process could take a week. "After that, we'll schedule one or two prebid conferences."
"We originally wanted to buy secondhand frigates but then we realised that it would be expensive in the long run if we are going to buy secondhand," he added.
He noted that older ships required more maintenance repairs compared to new vessels. He said the DND had previously approved 6 billion pesos for each refurbished frigate.
The Philippine Navy has only one battleship, the 48-year-old Hamilton-class cutter BRP Gregorio del Pilar, which the Philippines acquired from the United States in 2011.
A second warship, the BRP Ramon Alcaraz, would finally sail to the Philippines in June after undergoing repairs in Charleston, South Carolina.
The Navy earlier said the Alcaraz, a 45-year-old frigate, was expected to arrive this month.
The Hamilton-class cutter was acquired for 450 million pesos by the AFP from the US Coast Guard on May 22, 2012, as part of the US government's military assistance programme for the Philippines.
In his State of the Nation Address last year, President Aquino announced that the Alcaraz would arrive from the United States in January 2013 as part of the much-needed AFP upgrade.
"We are not sending paper boats out to the sea. Now, our 36,000 kilometres of coastline will be patrolled by more modern ships," the President then said, referring to the decades-old vessel, which the US Coast Guard decommissioned on March 30, 2012.
Formerly known as USCGC Dallas, the AFP's second frigate was named after the late Commodoure Ramon Alcaraz, a World War II hero who commanded the Q-boat Abra, which shot down three Japanese aircraft.
Like its sister ship, the Alcaraz was classified as a high-endurance cutter built in 1968.

They should tap the local market for the more conventional equipment, instead of buying from international arms manufacturers that will just drain the money away from the Philippines. Or perhaps, set up a deal whereby those international arms manufacturers set up factories here and in exchange we buy those items produced in those factories. :-\

My take on this issue are two things:
First the amount earmarked for the two frigates are not enough for us to buy a missile frigate, why missile frigate? because it's capability will pose a serious threat to it's opponent kung baga sa boxing may knock out power ito ma pa barko, eroplano at submarine man ang kaharap nito.
Second the two frigates kahit pa Missile frigate ito can be swarmed by a dozen missile fast attack boats so when push come to shove talo din tayo. For us to put up a decent defense posture as Sec. Del Rosatio said we need a dozen modern missiles frigates. and this will cost us Billions of Dollars to purchase and Billion of dollars more to maintain.
My ten cents worth of suggestion is why don't we adopt the Felix Chang solution! Felix Chang is a fellow of the Foreign Policy Research institute he has a paper entitled "Transforming the Philippines Defense Archeticture" . kayo na ang bahalang mag research sa Net about this. I believe sa budget natin mas praktikal na sundin ang payo nya.

Economy and political stability is where it's at.
Once done, after a few years of economic nirvana, and you removed all insurgents and really stable ka na, you modernize your equipment, and if you're lucky you make your plea to your big dog allies, and maybe build nuclear weapons of your own in your own backyard.
Only as a deterrent, a "beware of the dog sign" to neighboring nations wanting to cut you down to size and your very existence as an independent (kuno) nation is threatened.
Just to say you can bite when push comes to shove.
You don't stop wars with boats. Silly. This isn't a game of red alert.
Anyway di na uso masyado war for territories thanks to globalization. Bihira na. It's more a war for spheres of infuence. It's cheaper than occupying a territory. Hindi talaga mabuti ang dinudulot nitong island dispute. Imbes na mapunta sa pagkain, classroom, infrastructure, etc, napupunta ang budget sa hindi naman dapat paglaanan tulad ng warship, warplanes, guns, etc. Haaay.

As you can see, PNoy increased the budget on the modernization kaya nagspeedup. Kay GMA, Erap at Cory hindi nila priority ang modernization. That is why sa term nila may coup at coup attempts.
During ramos time, have you heard any rebels? He improved our intelligence gathering and special operations ng afp. He is one of the founders of the country's special forces.
If you like a modern army, vote people that came from the military or has been a pro military politician.
